Here are the highlights from the November 14, 2023, school board meeting:  

The meeting opened with a call to order by Vice President Mike Rackley at 5:30 p.m., noting that all board members were present with the exception of Aletha Kruse, thereby making a quorum. Youth Pastor Tylyn Brown with One Church led the invocation, and the GHS NJROTC presented the colors.   

Presentation of the GISD Vision Statement by New Horizons High School senior Cynthia Ledesma. 

Recognition 

  • Recognition of 1st Nine Weeks Super Teachers 

Open Forum and Public Comment for Agenda Items  

  • There were no public comments.

Open Forum and Public Comment for Non-Agenda Items  

  • Lori Butler made a comment about the district taking care of the facilities we have if we want our community to approve future bond proposals. 

Comments from Individual Board Members  

  • Anji Taylor made a comment about her disappointment that the bonds did not pass. She thanked the community members that became very outspoken after the results that the bonds failed were released and hopes that if the board calls for another bond in the future, that the vocal support continues. 
  • Bonne-Jean Stewart stated that our students and staff deserve better facilities that they can be proud of and that she is disappointed in the outcome of the bond. 
  • Mike Rackley shared his disappointment in the bond not passing and thanked the community members that voted yes.

Hunt County Head Start presentation: 

  • Review and approve Hunt County Head Start by-laws. The board voted 6-0 to approve as presented. 
  • Approve Hunt County Head Start Fiscal Officer Coy Martin. The board voted 6-0 to approve as presented. 
  • Approve Hunt County Head Start Education Coordinator Jeremy Williams. The board voted 6-0 to approve as presented. 
  • Approve Hunt County Head Start Schedule of meetings. The board voted 6-0 to approve as presented 
  • Approve extending the contract for a Speech Pathologist for Hunt County Head Start. The board voted 6-0 to approve as presented. 
  • Approve Hunt County Head Start Community Representatives and Policy Council Representatives. The board voted 6-0 to approve as presented. 
  • Approve Hunt County Head Start consent agenda. The board voted 6-0 to approve as presented. 

School Health Advisory Council (SHAC) presentation: 

  • Approve board policy selection of Puberty Education Curriculum Materials as presented by Sherry Cano, Director of GISD Health Services. The board voted 4-0 to approve with Roger Livingston and Bonnie-Jean Stewart recusing themselves from the vote as they both serve on the SHAC committee. 

Human Resources presentation: 

  • Approve modifications to coaching staff on the 2023-2024 GISD Compensation Plan as presented by Assistant Superintendent of Human Resources Heath Jarvis. The board voted 6-0 to approve as presented. 
  • Approve the addition of the Director of Communications on the Compensation Plan. The board voted 6-0 to approve as presented. 

Finance Department presentations: 

Action and Discussion Items  

  • Consider canvassing returns and declaring the results of a bond election held in GISD on November 7, 2023. The board voted 6-0 to approve as presented. 
  • The board held a discussion about future bond possibilities.  
  • Consider Approval of Purchase over $75,000 - Region X Education Service Center Effective School Framework (ESF) ($150,000). The board voted 6-0 to approve as presented. 
  • Consider Approval of purchase over $75,000 - Communities in Schools ($270,000). The board voted 6-0 to approve as presented. 
  • Consider Approval of Resolution to Nominate Members for the Tax Appraisal Board for the 2023-2024 School Year. The board voted 6-0 to nominate Tyson Cox (364 votes), Howard Winans (363 votes) and Paul Painter (363 votes). GISD has a total of 1090 votes total. 
  • Consider Approval of Purchase over $50,000 - Insight Education Group, Inc. ($134,000). The board voted 6-0 to approve as presented. 

Consent Agenda:  

The board voted (6-0) to approve the following items on the consent agenda:  

  • Resolution of the board to designate investment officers 
  • Monthly Financial Report 
  • Consider approval of vendor list 
  • Board Minutes for October 10, 2023 at 5:30 p.m. - Regular Board Meeting 

Closed Session – The board entered into closed session at 7:32 p.m.  

Action on Closed session items: 

  • Consider Approval of Professional New Hires and Ratification of Employment Contracts as Recommended  
  • Consider employees' resignations without good cause and proposed complaints to the State Board of Educator Certification for abandonment of contracts.  
  • Board vote regarding acceptance of payment of monies in lieu of certain repairs as a revised conditional partial settlement offer for certain of the alleged construction defects of the District's Career and Technical Education Building and if settlement is accepted and approved by the Board, regarding authorization of Superintendent Sharon Boothe, as an authorized representative of Greenville Independent School District, to execute any and all subsequent release and settlement documents, as may be appropriate and necessary to finalize the partial settlement.
